The cost of construction of the Cottages (there are several designs) is the same or less than the trailers. In addition, they are designed to better resist future flooding and hurricanes (walls are constructed of a concrete board to prevent mold and mildew). FEMA, however, is a <a href=\"http:\/\/www.planetizen.com\/node\/19128\" class=\"broken_link\">hard sell<\/a> so far.
